The Singapore Association of the Visually Handicapped (SAVH), formerly known as the Singapore Association for the Blind (SAB), is a voluntary welfare organisation, founded in 1951. The association is affiliated to the National Council of Social Service (NCSS) and is an approved Institution of a Public Character (IPC).

In accordance with the SAVH constitution "No person shall hold office as President for more than 6 years of office successively but may hold such office again after a lapse of two years." Also "No person shall hold the office of Honorary Treasurer for more than two years. After a lapse of two (2) years, he or she may seek re-election."
Singapore citizens and permanent residents of all age groups. They must be certified as having low vision (partial sight), or blind, by an eye specialist or ophthalmologist. This includes people who are born blind as well as those who have lost their vision through accidents or illnesses such as diabetes, hypertension, tumour, eye infection and others.
All vision impaired persons residing in Singapore who are certified blind or low vision by an Ophthalmologist may register with us as our clients.
Clients are entitled to the whole range of services provided by the Association free of charge. Clients may also opt-in for subsidy of assistive devices.
Members, on the other hand, have to sign up as members of the Association by completing the membership form and paying the prescribed membership fees. They must be proposed and seconded by members. Members can be sighted or visually handicapped.
You can sign up as a Life Member with a one-time membership fee of S$150.00 or an Ordinary Member (visually handicapped) at S$5.00 a year. Sighted Ordinary Members pay S$15.00 a year.
Some of the benefits of a member, among other things, are that they have the right to attend and speak up at Annual General Meetings of the Association, vote on all matters within the objects of the Association and to elect Executive Committee members – the highest policy-making body of the Association. Members may also stand for election as Executive Committee Members. Ex-Co members are accountable to the general membership of the Association – the supreme body of the Association.
